An evaluation framework for information systems from the users’ perspective: a scoping review

Abstract

This scoping review aims to synthesize scientific literature on information systems evaluation methods from the users’ perspective, focusing on their characteristics, construction stages, and measurement properties. The search was conducted in 2024 across the following databases: ACM Digital Library, Embase, Engineering Village, ERIC, IEEE Xplore, LILACS, MEDLINE (via PubMed), Scopus, and Web of Science. The study selection process was independently carried out by two reviewers. A total of 18,837 articles were identified in the searches, and 11 were ultimately included in the review. The studies presented various evaluation frameworks specifically for health information systems, with one study also evaluating information systems from other fields. Only five studies reported the frameworks’ validation procedures, and very few provided comprehensive results of the validations or sufficiently thorough analyses. This scoping review underscores the methodological diversity in information systems evaluation models and highlights the limitations of current use. It emphasizes the need for standardized approaches to enhance comparability, transparency, and long-term system development.

She graduated in Dentistry from the Federal University of Santa Catarina (UFSC) in December 2017. Master in Dentistry from the same university (2018-2020) and Specialist in Temporomandibular Dysfunction and Orofacial Pain from the Brazilian Dental Association - Paraná Section (ABO/PR) (2023-2025). Currently, she is a doctoral student in the Postgraduate Program in Dentistry (PPGO) at UFSC, in the area of ​​​​Dental Clinics with a research line in Oral Rehabilitation (emphasis on Occlusion and Orofacial Pain), awarded a scholarship from the Foundation for Research and Innovation of the State of Santa Catarina (FAPESC). She is a Scientific Production Scholar at the Bridge Laboratory (UFSC) and works as a member of the Scientific Production team of the same laboratory, with experience in research on health technology and digital health. He is a member of the Brazilian Center for Evidence-Based Research (COBE-UFSC), with experience in research with systematic reviews, meta-analyses, temporomandibular disorders, bruxism and sports dentistry.

Ianka Cristina Celuppi, Universidade Federal de Santa Catarina

PhD in Nursing from the Federal University of Santa Catarina (UFSC). She completed a PhD abroad at the Porto School of Nursing (ESEP), Portugal. She also holds a Master's degree in Nursing from the Federal University of Santa Catarina (UFSC). She is a member of the Research Laboratory on Work, Ethics, Health, and Nursing (PRAXIS). She works as a Business Analyst for e-SUS APS and as a scientific production leader at the Bridge Laboratory at UFSC. She holds a Bachelor's degree in Nursing from the Federal University of the Southern Border (UFFS). Her work includes public health policy, health management and planning, primary health care, best practices, health informatics, and digital health.

Arthur Thives Mello, Universidade Federal de Santa Catarina

Nutritionist with a master's degree from the Federal University of Santa Catarina (UFSC). Currently a doctoral candidate in the Graduate Program in Nutrition at the Federal University of Santa Catarina and a Scientific Production Fellow at the Bridge Laboratory. She is a member of the Immunomodulation and Meta-Research in Nutrition Research Group (GPIMNut-CNPq) and the Bridge Research Group - Research and Technological Innovation - UFSC. She has teaching experience in systematic review methods and scientific methodology, as well as research experience in meta-research and evidence synthesis in clinical nutrition, nutrition in public health, and technological development.

Jades Fernando Hammes, Universidade Federal de Santa Catarina

He holds a degree in Computer Science, a specialization in IT Project Management, an MBA in Strategic Human Resources Management, and a Master's degree in Health Informatics. He is currently CEO of the Bridge Research and Innovation Laboratory at the Technological Center of the Federal University of Santa Catarina (UFSC). He is responsible for developing products for the Ministry of Health, ANVISA, and the Ministry of Education.

Célio Luiz Cunha, Universidade Federal de Santa Catarina

A professional with over 30 years of IT experience, he holds degrees in Business Administration and Computer Programming, with a focus on technology, administration, finance, budgeting, planning, and management, focusing on IT projects. Coordinator of the Information Technology Center of the Ministry of Health's Department of Primary Care from 2001 to 2015, he managed the development and implementation of several significant projects, the most recent being e-SUS AB (Computerization of the Primary Care Work Process). Since 2016, he has been the Project and Business Manager at the Bridge Laboratory for Research and Technological Innovation at the Federal University of Santa Catarina.

Raul Sidnei Wazlawick, Universidade Federal de Santa Catarina

Full Professor at UFSC, where he has worked since 1992. He holds a Bachelor's degree in Computer Science from the Federal University of Santa Catarina (UFSC, 1988), a Master's degree in Computer Science from the Federal University of Rio Grande do Sul (UFRGS, 1990), a PhD in Production Engineering (UFSC, 1993), and a Post-Doctorate from the Universidade Nova de Lisboa (UNL, 1998). He is General Coordinator of the Bridge Laboratory, with around 220 collaborators, which among other projects develops the e-SUS APS system, a partnership between UFSC and the Ministry of Health for the restructuring of the primary health care information system.

Danielle Soares Rocha Vieira, Universidade Federal de Santa Catarina

Associate Professor in the Department of Physical Therapy at the Federal University of Santa Catarina (Araranguá Campus). Professor in the Graduate Program in Rehabilitation Sciences. Coordinator of the Cardiovascular and Respiratory Assessment and Rehabilitation Research Laboratory (LACOR) at UFSC. She holds a postdoctoral degree in Public Health from UFSC. She holds a master's and doctorate in Rehabilitation Sciences from the Federal University of Minas Gerais (UFMG), with a fellowship at McGill University in Montreal, Canada. She is a specialist in Intensive Care Medicine from Santa Casa de Belo Horizonte. Her research focuses on the following topics: physical activity levels in different populations, prevention of cardiorespiratory diseases in different age groups, lung function, physical exercise, cardiopulmonary rehabilitation, respiratory exercises, and optoelectronic plethysmography. She has teaching experience in disciplines related to Cardiorespiratory Physical Therapy, Scientific Research Methodology, Biostatistics, and Primary Health Care. Member of the Santa Catarina Regional Board of AASSOBRAFIR (term 2025 to 2028). Associate Editor of the Brazilian Journal of Physiotherapy (2024-Current).

Eduardo Monguilhott Dalmarco, Universidade Federal de Santa Catarina

Graduated in Pharmacy and Biochemistry (UNIVALI - 1998), specialist in Clinical Microbiology (PUC / PR - 2000), master (2003) and doctor (2011) in Pharmacy, area of ​​​​concentration in Clinical Analysis (UFSC). Post-doctorate from the Università degli Studi di Torino, in the Department of Biotechnology and Health Sciences in Turin / Italy (2016). Currently, he is Professor (Associate III) at the Federal University of Santa Catarina (UFSC), working as a professor of Clinical Immunology in the Department of Clinical Analysis (ACL). He is a reviewer of 25 journals and author of more than 100 internationally indexed articles. Academic editor of international journals (Mediators of Inflammation, PLOsOne, Frontiers in Phamacology and Frontiers in Immunology). Professor advisor of master's and doctoral degrees in the Graduate Program in Pharmacy (PGFAR / UFSC). In research, he is a member of the Analysis and Development of Natural Drugs research group, working on the investigation of substances with anti-inflammatory and immunomodulatory potential, in animal models (in vivo and in vitro). He is the leader of the Evidence-Based Health research group certified by CNPq. From the perspective of technological innovation, he works coordinating projects for the development and implementation of information systems in Primary Care (Ministry of Health), the Computerization and Modernization of Management, Regulation and Provision of Health Professionals (Ministry of Health), the structuring of the Health Product Surveillance and Monitoring System (ANVISA) and also the development of the Student Journey Information System (Ministry of Education).
