Matriz de Competências em Informática em Saúde e Saúde Digital: um framework interprofissional para sistemas de saúde inteligentes

Digital transformation in health has increased the need for structured frameworks to guide the education, assessment, and certification of professionals across care, educational, managerial, and research settings. This article presents the Competency Matrix in Health Informatics and Digital Health proposed by the Brazilian Society of Health Informatics (SBIS), with an interprofessional approach aligned with the contemporary demands of intelligent health systems. It is an update and expansion study of a previously published document, developed through technical-scientific consensus among experts and based on a structured documentary review of national and international references, including IMIA, WHO, HIMSS, UNESCO, the European Union, PAHO, and recent literature on artificial intelligence, data governance, interoperability, digital education, and algorithmic ethics. The matrix was organized into 13 competency domains and four progressive levels of complexity, ranging from the foundations of health informatics and information literacy to strategic governance, clinical and operational artificial intelligence, interoperability, security, user experience, analytics, digital sustainability, and education supported by intelligent technologies. The model also, in a cross-cutting manner, incorporates the distinction between explicit and implicit artificial intelligence, thereby expanding its applicability to education, professional development, and institutional governance. It is concluded that the matrix serves as a framework for curricula, residencies, certifications, institutional policies, and national strategies, contributing to an ethical, safe, interprofessional digital transformation oriented toward the needs of the Brazilian Unified Health System (SUS).
